The City of Pierre is moving forward with plans to update its Comprehensive Plan, a long-range guide that helps shape the community’s growth and development.
At last week’s meeting, the City Commission authorized staff to issue a Request for Proposals (RFP) to hire a consultant to lead the update.
The Comprehensive Plan plays a key role in guiding land use, zoning, infrastructure investments, and other major decisions. It also helps ensure City actions align with shared community goals. Pierre’s current plan was last updated in 2008. Over the last several years, the City has considered an update, and funds have been allocated in the 2026 budget. While many goals of the plan have been achieved, and the steady growth of Pierre has followed much of the existing plan, now is the time to update the community’s goals and establish a path for future growth.
“The Comprehensive Plan shapes how and where Pierre grows,” said Steve Harding. “This update will help us plan for housing, infrastructure, and development in a way that supports our future.”
A key component of the update process will be community and stakeholder engagement, with multiple opportunities for public input throughout the project.
“A successful Comprehensive Plan depends on strong community involvement,” said Emeline Post, City Planner. “The goal is to be engaging residents and stakeholders throughout the process to ensure the plan is thoughtful, inclusive, and aligned with local needs.”
The updated plan will cover a 10-year period from 2027 to 2037 and will include a review of existing conditions, updated land use and policy frameworks, and implementation strategies to guide future growth.
Proposals from qualified consultants will be accepted through June 4, 2026, with the project expected to take approximately 12 to 18 months once a consultant is selected.
