European Commission President Ursula von der Leyen condemned the recent wave of Russian missile attacks on Ukraine, accusing Moscow of deliberately using terror tactics against Ukrainian civilians. She announced the European Union would disburse €1.24 billion to support Ukraine’s procurement of drones and missiles to protect its people and infrastructure.

Von der Leyen stated that Russia’s actions aim to make daily life unbearable for Ukrainians striving for peace, describing it as a “deliberate strategy of terror.” The EU is intensifying its support efforts and called on other partners to increase their assistance.

Rising Civilian Toll and Infrastructure Damage

Ukrainian authorities confirmed that the death toll from overnight Russian strikes has risen to 19, including nine deaths from a missile attack on a five-story residential building in Pryluky. Multiple cities, including Pryluky, Dnipro, Kremenchuk, Zaporizhzhia, and Kyiv, suffered attacks targeting energy infrastructure, resulting in widespread casualties and injuries.

Ukrainian President Volodymyr Zelenskyy condemned the attacks as “one of the most vile strikes,” coinciding with Russian President Vladimir Putin’s 74th birthday. Foreign Minister Andrii Sybiha labeled the strikes as war crimes and urged international partners to impose stronger sanctions on Russia’s military-industrial complex while increasing air defense and energy support for Ukraine ahead of winter.

Ukraine Responds with Strikes on Russian Facilities

In response to the Russian attacks, Ukrainian forces targeted and struck Russian oil facilities and a military training ground in the Perm, Samara, and Astrakhan regions. Zelenskyy described these as “just responses” aimed at hitting assets that finance Russia’s military operations.

Wider Regional Security Concerns

The ongoing conflict and attacks have raised alarms beyond Ukraine. Bulgaria recently halted search operations for a ship’s crew that went missing after a drone attack in its Black Sea economic zone. The assault involved air and sea drones near the coastal town of Byala, stirring concerns about Russia’s use of hybrid warfare tactics in the region.
